When the machine chooses the target

A lethal autonomous weapons system (LAWS) — the phrase the press shortens to “killer robots” — is a weapon that can select and engage targets without further human intervention once activated. The dividing line at the center of the debate is what diplomats call meaningful human control: whether a person, rather than an algorithm, makes the final decision to apply lethal force against a human being.

The International Committee of the Red Cross (ICRC) has argued since 2021 that systems designed or used to target humans should be prohibited outright, and that all other autonomous weapons should be tightly constrained by rules on predictability, time and geographic limits, and human supervision. The concern is not science fiction so much as a spectrum: many deployed systems already automate parts of the “find, fix, track, and engage” chain, and the question is how much of that loop is left to software. Critics warn that fully removing the human decision-maker raises unresolved problems of accountability, distinction between combatants and civilians, and proportionality under international humanitarian law.

The treaty stalemate

Formal diplomacy on autonomous weapons has run for more than a decade with no binding result. The UN Convention on Certain Conventional Weapons (CCW) established a Group of Governmental Experts (GGE) on LAWS in 2016, building on informal meetings that began in 2014. The GGE operates by consensus, which has allowed a small number of militarily powerful states to block a mandate to negotiate a treaty, producing instead a set of non-binding “guiding principles.”

Frustration with that deadlock moved the issue to the wider UN General Assembly. In December 2023 the Assembly adopted its first stand-alone resolution on LAWS, Resolution 78/241, by a recorded vote of 152 in favour to 4 against, with 11 abstentions, requesting the Secretary-General to gather states’ views. UN Secretary-General Antonio Guterres and ICRC President Mirjana Spoljaric issued a joint call in 2023 urging states to conclude a legally binding instrument by 2026 — prohibiting autonomous weapons that operate without human control and regulating all others. Whether that 2026 target is met remains an open forecast as of mid-2026; a binding treaty had not been concluded at the time of writing.

AI on the battlefield today

While diplomats debate definitions, autonomy is already spreading in the field in incremental forms. Loitering munitions — sometimes called “kamikaze drones” — can circle an area before striking, and the war in Ukraine has driven rapid iteration on drones with increasing onboard automation for navigation and target lock, in part to resist electronic jamming. Analysts caution that “autonomous” is used loosely in wartime marketing and reporting, and that independently verifying exactly when a human remains in the loop is difficult.

The most-cited recent example concerns Israeli operations in Gaza. In 2024, reporting by +972 Magazine and Local Call, amplified by The Guardian, described AI-assisted systems reported to be named “Lavender” and “Gospel” said to help generate targeting recommendations. These accounts rely on anonymous sources and are contested: the Israel Defense Forces has disputed characterizations of such tools as autonomous decision-makers, stating that officers make targeting decisions and that AI is used as one input under human review. We present these as attributed journalistic claims, not established fact; the systems’ exact roles and safeguards remain disputed and are not independently verifiable from open sources.

The unresolved problem: who is accountable. If a system selects and strikes a target and the result is unlawful, responsibility is hard to assign — to the commander, the operator, the manufacturer, or no one. This “accountability gap” is the core reason the ICRC and the Stop Killer Robots coalition argue that meaningful human control over the use of force must be preserved in law, not left to voluntary policy.

The extinction-risk debate and the governance gap

Running alongside the weapons debate is a broader argument about catastrophic and even existential risk from advanced AI. In May 2023 the Center for AI Safety (CAIS) published a one-sentence statement signed by many leading AI scientists and company executives: “Mitigating the risk of extinction from AI should be a global priority alongside other societal-scale risks such as pandemics and nuclear war.” The claim is contested — other prominent researchers argue near-term harms such as bias, misuse, and concentration of power deserve priority over speculative extinction scenarios — but it moved frontier-model safety onto the agenda of governments.

Policy responses have so far been mostly voluntary and cooperative rather than binding. At the UK AI Safety Summit in November 2023, 28 countries and the European Union signed the Bletchley Declaration, acknowledging risks from frontier AI and committing to international cooperation. Leading labs adopted frontier-safety or “preparedness” frameworks that promise to evaluate models for dangerous capabilities — including potential uplift to biological or cyber attacks — before deployment. The governance gap is the distance between these voluntary commitments and enforceable rules: as of mid-2026 there is no binding international treaty on either autonomous weapons or frontier-model safety, only declarations, national policies, and company pledges.

Frequently asked questions

Is there a global ban on autonomous weapons?
No. As of mid-2026 there is no binding international treaty prohibiting lethal autonomous weapons. UN talks under the Convention on Certain Conventional Weapons have run since 2014 without a negotiating mandate, and the December 2023 UN General Assembly resolution (152 in favour) is a statement of concern, not a ban.

What is “meaningful human control”?
It is the principle that a human, not an algorithm, should make the decision to use lethal force against a person. The ICRC and the Stop Killer Robots coalition argue it must be guaranteed in law to preserve accountability and compliance with international humanitarian law.

Do experts really think AI could cause human extinction?
Some do. A May 2023 statement organized by the Center for AI Safety, signed by many leading researchers and executives, called extinction risk from AI a global priority. Other respected experts dispute the framing and stress present-day harms instead; it is a live and unresolved debate.
